  18. <p>     With more and more offenses committed each year by the Ku
  19. Klux Klan, skinhead toughs, neo-Nazis and various other hate
  20. groups, civil rights advocates were heartened last week when
  21. President Bush signed a law authorizing the Justice Department
  22. to keep track of crimes motivated by racial, religious or sexual
  23. prejudice.
  24. </p>
  25. <p>     But the Hate Crimes Statistics Act is already caught up in
  26. the Government's financial squeeze. The FBI complains that
  27. budget cutbacks will force it to fire 147 staff members from its
  28. records division. The dismissals will make it more difficult to
  29. compile the bureau's annual Uniform Crime Reports (which list
  30. serious offenses such as murder, rape and robbery) and still
  31. keep tabs on hate crimes. New York Democratic Congressman
  32. Charles Schumer, who sponsored the bill in the House, is worried
  33. that the cutbacks will turn the measure into "little more than
  34. an empty gesture." Says an FBI spokesman: "It'll get done, one
  35. way or another."
